Police Report
12/12/2012 9:54:19 AM

The following incidents, arrests, calls for service and citations were reported by the Liberty Lake Police Department Dec. 3-10.

Incidents and arrests

Obstruction and resisting arrest - A 21-year-old Spokane man was arrested at 8:10 p.m. Dec. 9 in the Liberty Lake Albertsons parking lot for obstructing law enforcement and resisting arrest. The arrest was connected to an earlier call at Barker Road and Mission Avenue in Spokane Valley, where a business selling Christmas trees reported an employee was assaulted and an inflatable Santa Claus was cut with a knife by members of a group of males who showed up and then fled the business in a Honda Civic. When LLPD received a call of intoxicated males outside Albertsons, the officer recognized the Civic's license plate as connected to the earlier event. As officers arrived, the vehicle was spinning its tires and was sideways as it was driving through the parking lot, nearly striking an SUV. The officer pulled in front of the vehicle and the car tried to drive around him. The officer yelled at the driver to stop, which he did.  While the driver was being detained, the rear passenger in the vehicle became agitated and began yelling at the officers, telling them he would fight them. Officers told the man he was under arrest, and began to fight the officers when they attempted to handcuff him. He was taken into custody after a brief struggle. Other law enforcement authorities arrived, and the complainant from the Christmas tree incident identified the man how had resisted arrest as the person who damaged the inflatable Santa Claus. While officers were sorting out the incidents, two cars containing several subjects each arrived on scene, and it was determined they were friends of those that had been detained. They attempted to interfere with officers' investigation.  The subjects were ordered to leave, but stayed in the parking lot watching the officers.  Additional units were called to the scene to provide cover for the investigating officers.  The Spokane man was issued citations for obstructing and resisting arrest, and was let out of handcuffs since he had calmed down, but he became agitated again and told the officers that he could "take all of you." The subject was told he needed to walk away or he would be booked into jail on the charges. The subject refused to leave and began walking toward the officers. The officers took him back into custody and booked him into the Spokane County Jail.

Theft and trespass - At 5:50 p.m. Dec. 4, LLPD received a report that a vehicle was vandalized while parked in the F5 Networks parking lot at the 1300 block of North Whitman Lane. The vandalism/theft occurred the morning of Dec. 3. The complainant said he was told by co-workers after the fact that it appeared mechanics were working on the vehicle while it was in the parking lot. When the complainant checked on the vehicle, he determined the catalytic converter had been removed from the vehicle.  The case has been assigned to Detective Ray Bourgeois for follow-up investigation.

Commercial burglary - At 9 a.m. Dec. 5, LLPD received a report of a commercial burglary at the 1300 block of North Liberty Lake Road. The complainant stated that a flat-screen television, 70 bottles of nail polish and nail grinder equipment were stolen from the business overnight. Officers did not locate any sign of forced entry into the business. Tools likely used to remove the television from a mount were located at the scene and taken for evidence.

Accident - At 8:15 p.m. Dec. 4, LLPD was dispatched to a one vehicle vs. median collision at Appleway and Liberty Lake Road.

Road rage - At 11:30 p.m. Dec. 6, LLPD was dispatched to a road rage incident at the 23000 block of East Mission Avenue. The complainant reported a reckless driver in the area, and that he was involved in an argument with the driver. After the argument, the complainant stated the suspect continued to follow him around the city.

Family dispute - At 10 p.m. Dec. 6, LLPD was dispatched to the 2000 block of North Sedge Lane when dispatch advised that 911 received a call from the location but that the subject on the line did not say anything and hung up the phone. When 911 called back the number, the phone was picked up then immediately disconnected. Upon arrival, it was determined there was a family dispute between a teenager and parents. The situation was calm when officers arrived, and it was determined no crime was committed.

Assist in pursuit - At 11:30 p.m. Dec. 5, LLPD was dispatched to assist the Kootenai County Sheriff's Office with an attempt to locate a suspect who had exited a vehicle and ran from deputies after a pursuit. The vehicle information returned to a Liberty Lake address, and officers were asked to check on the residence to see if the suspect may be at the home or to see if the vehicle may have been stolen from the residence. Officers checked the residence and determined the owners of the home recently moved in and did not have a vehicle matching the description of the one being chased and did not know the registered owner of the vehicle. Kootenai County was notified, and LLPD was told the suspect had been located and was in custody.

False alarm - At 9:15 a.m. Dec. 7, LLPD was dispatched to a silent hold-up alarm at the 21000 block of East Country Vista Drive. It was determined the alarm was false.

Theft - At 8:45 p.m. Dec. 7, LLPD was dispatched to Liberty Lake Albertsons, where it was reported that at about 7:30 p.m., a male wearing a brown jacket and blue jeans came into the store with a dog and took some beer from the alcohol cooler, then left the store without paying. The video surveillance showed a white male between 30-35 years of age, approximately 5-foot-10, with a German Sheppard on a leash. He walked to the beer cooler, removed several cans of beer and then walked out of the store.  The store employees did not recognize the subject as a prior customer in the store. The case has been assigned to Bourgeois for follow-up investigation and to attempt to identify the suspect.

Threat - At 3:45 p.m. Dec. 6, LLPD was dispatched to the 1600 block of North Signal Road for a report of a threat made over the phone. The complainant stated a customer called in asking questions about his account and became upset, admitted he had been drinking, then told the call receiver he was going to beat everyone at the facility up. He then asked the employee if he liked to fight and threatened to kill him. The customer information was provided to LLPD.

DWLS - LLPD officers made two arrests for driving with a suspended license during the reporting period, including:

- A 24-year-old Spokane woman at 8:40 p.m. Dec. 3 at Harvard Road and Mission Avenue;
- A 24-year-old Spokane man at 7 a.m. Dec. 6 at the 1600 block of North Molter Road.
